The American Healthcare Guarantee Act
A bill to establish universal basic healthcare for all citizens of the United States, funded by the productivity dividend of artificial intelligence and the reallocation of military spending.
Section 1. Findings
Congress finds that:
- Artificial intelligence and automation are projected to generate trillions of dollars in new productivity and profit for the American economy within this decade.
- This same technological shift is displacing workers across every sector, separating millions of citizens from employer-based health insurance through no fault of their own.
- The United States spends more on healthcare per capita than any nation on Earth, yet remains the only major industrialized country without universal coverage.
- Hundreds of billions of taxpayer dollars are directed each year toward military engagements abroad while American citizens ration insulin, forgo treatment, and face medical bankruptcy at home.
Section 2. Universal Basic Healthcare
Every citizen of the United States shall be entitled to a guaranteed baseline of healthcare, including but not limited to:
- Preventive care, annual examinations, and vaccinations;
- Emergency and urgent medical treatment;
- Essential prescription medications;
- Mental health and substance-use treatment;
- Maternal and pediatric care;
- Management of chronic conditions.
No citizen shall be denied this baseline of care, nor charged premiums, deductibles, or copayments for it.
Section 3. Funding — The AI Dividend
- A modest automation dividend tax shall be levied on profits derived from large-scale artificial intelligence and robotic automation that replaces human labor, ensuring the gains of automation are shared by the citizens whose work made it possible.
- No less than ten percent of the annual overseas military operations budget shall be reallocated to the American Healthcare Guarantee Fund, prioritizing the healing of Americans over foreign conflict.
- Savings from negotiated drug prices, administrative simplification, and the elimination of duplicative billing shall be returned to the Fund.
Section 4. Worker Transition Protections
Workers displaced by automation shall retain uninterrupted healthcare coverage during retraining and transition, and shall be eligible for federally supported reskilling programs in healthcare, education, and other human-centered fields.
Section 5. Enactment
This Act shall take effect within eighteen months of passage. We, the undersigned citizens of the United States, petition Congress to introduce, debate, and pass the American Healthcare Guarantee Act without delay.
